Woo hoo! The "Teal Terror" has passed emissions! When it failed the first time through, it spit out 395ppm of hydrocarbons, which exceeded Oregon's maximum of 220ppm. After a bunch of troubleshooting, a new oxygen sensor, reattaching a vacuum line that wasn't connected to the EGR modulator, and patching a leaky exhaust manifold with furnace cement (no joke), the Teal Terror blew 165ppm on the smog test. I did make sure the catalytic converter was well warmed up before bringing it through. So there you have it: I'm good until 2013.
